The Town of Fraser (Town) is soliciting proposals to provide the Town with services on a consulting basis. The Town serves as Manager of the Upper Fraser Valley Wastewater Treatment Facility on behalf of three owner entities (Town of Fraser, Grand County Water and Sanitation District #1, and Winter Park Ranch Water and Sanitation District). The relationship between the three owner entities has provided a very cost effective way to provide for wastewater treatment while preserving the individual discretion of each entity within its jurisdiction. Pursuant to the terms of the Joint Facility Agreement, which governs this relationship, the ownership and operational expenses related to the plant are based upon an Equivalency Ratio (EQR) schedule. Each entity maintains its own EQR or SFE (Single Family Equivalency) schedule for purposes of assessment of plant investment fees and service fees. The member entities are seeking creative approaches to the following: -Identify opportunities to streamline and enhance management of the Joint Facility EQR reporting process. -Confirm that SFE/EQRs as calculated by the various schedules are effective measures of impacts to the Plant and consistent with the proportionate levels of service among the various properties within each of the three entities. -Through an examination of flow records vs allocated capacity via the Joint Facility Agreement, identify alternative approaches to cost allocations to facilitate equitable allocations of existing capacity and to provide long range budgeting for future capital needs.
