Two analytical laboratories are required to measure soil water content and soil water content sensor measurements while soils dry (soil dry-down), as well as rates of CO2 diffusivity through soil from samples collected from NEON sites located throughout the USA, as part of the NEON FIU (Fundamental Instrument Unit) site construction activities. The soil water content measurements will be used to develop site- and depth-specific calibration equations for NEON’s soil water content sensors. The soil CO2 diffusivity measurements will be used to calculate CO2 fluxes between the soil and the atmosphere based on measurements of soil CO2 concentration at different depths at each NEON site. NEON will send approximately half the soil samples to one analytical lab and the other half to the other lab. Soil samples are expected to be collected from 60 sites throughout the US. At each site, soil samples will be collected from each major soil horizon (e.g., O, A, B, and C horizons) and subhorizon for analysis. Up to 6 soil samples will be collected from each site between 2012 and 2017. Soil from several NEON sites must be quarantined according to the USDA Animal and Plant Health Inspection Service (APHIS) rules. Therefore, the analytical laboratory must provide details demonstrating that it can conduct the required analyses while maintaining compliance with APHIS rules. The contractor shall be familiar with NEON laboratory methodologies for data analysis, analytical QA/QC (quality assurance and quality control) and audit procedures. Samples will be shipped or delivered to the analytical facility by a NEON staff or contracted personnel. Sample analysis may require active communication with the NEON. This statement of work describes the work and work schedule for the laboratory component of soil water content and soil CO2 diffusivity analysis. Transitions between NEON Construction and NEON Operations funding may result in a change in the project manager and/or COTR associated with this contract. The vendor will be notified of such changes when they need to occur, but do not impact the scope of work designated in this SOW.
