SUMMARY OF SPECIFICATIONS:
Project Number: M13020 Project Title: Theatre Life Safety Improvements, Phase 2 of 2 Estimated Construction Cost: $ 480,000 Notice Status: Open for Submittals as of March 10, 2015 Notice Number: Revisions: Project Description The project consists of the Phase 2 Life Safety Improvements to the existing Theater Building located on the Fort Lewis College campus in Durango, Colorado. The project work consists of replacement of roofing and insulation system on the low slope roof areas o the building; miscellaneous interior remodeling and improvements; new mechanical ventilation system in the building; fire alarm system replacement, and electrical distribution system improvements. Submittals Due Sealed Proposals will be received from qualified contractors until this date and time at this location: Date & Time: March 31, 2015 at 2:00 p.m. (MDT) Address: Fort Lewis College Office of the Director of Purchasing 290 Berndt Hall 1000 Rim Drive Durango, CO 81301-3999 Project Information 1. The entire project shall be accomplished within 161 calendar days from the Notice to Proceed, including the delivery of any and all guarantees and warranties, the submittal of sales and use-tax payment forms, the calling for the final inspection, and the completion of the final punch list. Failure to complete the work as prescribed shall be considered a breach of Contract and subject to the Time of Completion and Liquidated Damages, in accordance with Article 46 of the General Conditions of the Contract. 2. The right is reserved to waive informalities or irregularities and to reject any and all Bids. 3. Bidders may procure Bidding Documents from: RMBA ARCHITECTS 555 Rivergate Lane, B1-104 Durango, CO 81301-7470 970-259-1078 4. A deposit of $150 will be required for each complete set of Contract Documents. This deposit shall be a guaranty that the documents will be returned in good condition. Such deposits will be returned to (1) Actual bidders who return the documents before the termination of five working days after the opening of the Proposals; (2) Other interested parties who return the documents within five working days after checking them out. Additional copies of any documents, drawings, or specifications will be supplied at the actual cost of reproduction. Electronic copies of the bid documents will be provided upon request at no charge. Bidders desiring the Architect / Engineer to mail bid documents will be required to pay the full cost of mailing. Such expenses will be non-refundable. 5. Each Proposal shall be submitted on the required Proposal Form and must be accompanied by a Bid Bond in an amount not less than 5% of the total Proposal. The Bid Bond may be a (1) cashier’s check or (2) a certified check made payable to Fort Lewis College, or (3) a Bid Bond on State Form SC-6.14. The Bid Bond is submitted as a guaranty that the Bid will be maintained in full force and effect for a period of thirty (30) days after the opening of the Bids for the Project. 6. The Bidder promises, in submitting his Proposal, that if issued a Notice of Award, he will, within the prescribed time, execute the required Agreement, furnish the required Performance Bond, Labor and Material Payment Bond, Insurance Policy and Certificates of Insurance, or forfeit his Proposal Guaranty as Liquidated Damages. 7. Preference shall be given to Colorado resident bidders and for Colorado labor, as required by law. 8. For any State Public Works Project, per 8-17-101 C.R.S., Colorado labor shall be employed to perform at least 80% of the work. “Colorado Labor” means any person who is a resident of the state of Colorado at the time of the Public Works project. Bidders indicating that their bid proposal will not comply with the 80% Colorado Labor requirement are required to submit written justification along with the bid submission. A governmental body that allows a waiver shall post notice and justification for the waiver on its web site. (Does not apply to any project that receives federal moneys) 9. Contractor's Registration is not required. 10. Notice to nonresident bidders per 8-19-104 C.R.S., if a nonresident bidder is from a state that provides a percentage bidding preference to resident bidders of that state, then a comparable percentage disadvantage will be applied to the bid of that nonresident bidder. 11. If the bidder anticipates services under the contract or any subcontracts will be performed outside the United States or Colorado, the bidder shall provide in a written statement which must include, but need not be limited to, the type of services that will be performed at a location outside the United States or Colorado and the reason why it is necessary or advantageous to go outside the United States or Colorado to perform such services. (Does not apply to any project that receives federal moneys). 12. Upon completion of the project, the Notice of Contractor’s Settlement will be advertised electronically on the web at: www.rockymountainbidsystem.com and www.fortlewis.edu/purchasing/OpportunitiestoBid.aspx Pre-submittal Meeting A mandatory pre-submittal meeting will be held on March 17, 2015, at 1:30 p.m. (MDT). Meet at the Physical Plant Services entry lobby on the Fort Lewis College campus. Contractors not present by 1:30 p.m. will not be considered to have met the mandatory pre-submittal requirement and will not be eligible to submit a proposal. Subcontractors are invited to attend.
