SUMMARY OF SPECIFICATIONS:
Ken Mitchell Cell 1 is a reservoir owned and operated by the City of Brighton. It is located on the west side of the City of Brighton along the South Platte River. A pump station was constructed in 2007 that can pump water from the river into the reservoir and back out of the reservoir into the river. These reservoir facilities sustained serious damage during flooding in June 2015. This damage resulted in an emergency declaration by the City on July 28th, 2015. During the event, the river changed course, almost completely submerging the diversion structure into Ken Mitchell Cell 1. The structure has settled and cracked, and the outflowing and inflowing concrete lines have been compromised. All cables for electricity and controls have been cut. Gates, actuators, and related components will need to be evaluated for potential salvage and reuse. While water level still prevents detailed investigation of the structure, it is clear that the diversion structure in its existing condition is not operational. The structures, including the concrete structure, electrical equipment, controls, and gates must be redesigned and reconstructed to take into account the new river bank locations and to improve on existing conditions that caused significant siltation within the diversion box itself prior to flooding.
