SUMMARY OF SPECIFICATIONS:

Overview Mapleton Public Schools (“MPS”) Board of Education voted unanimously to place a $67 million bond and $2.5 million mill levy on the November 4th ballot. It is the intent of MPS to procure this Project using the design-build delivery method should the voters approve the ballot measures. Project Description MPS is committed to raising expectations, providing choices for learning and removing obstacles for all students so that we can guarantee that each student is empowered to "achieve his or her dreams and contribute to his or her community, country and world. Mapleton covers 25 square-miles and serves suburban, rural, and light industrial communities in the north Denver/Thornton area.  The District serves more than 8,000 preschool through 12th grade students each day in 15 schools, including one online school.  Most school sites are more than 40 years old, and in need of extensive renovation.  Mapleton’s aging facilities continue to pose challenges for a full small-by-design implementation. Addressing our facility needs and providing the safe and secure buildings our students and community deserve requires additional resources. To continue to uphold our mission and provide for the needs of Mapleton’s children, we are asking for community support to construct, acquire, improve, equip and provide improvements to District facilities.  The New Construction, Additions and Renovation upgrades have been segmented into five projects, each project will be awarded separately. Each project to be addressed by the awardee including, but are not limited to: 1. Construction and Labor Costs 2. Fees and Permits 3. Abatement and Mitigation 4. Furnishings and Fixtures 5. Equipment  6. Landscaping Intent of Using Design-Build Public school systems traditionally have selected architects and engineers (AEs) based on qualifications and general contractors based on competitive bid. The rationale for this difference in selection procedure is that it is difficult to define and measure the experience, wisdom or creativity of AEs, and AEs typically represent their client’s interests with a fiduciary responsibility. Clients typically avoid bidding and look for the most qualified firm. Conversely, construction has been considered a tangible product that can be specified and measured, so public organizations tend to buy brick and mortar by competitive bid. MPS has selected the use of design-build in order to accomplish several important goals: 1. Integration. MPS is seeking design-build teams that know how to truly integrate between design and construction, resulting in a successful project for MPS. Often in the Guaranteed-Maximum-Price (GMP) arena, design solutions that meet the budget are utilitarian and functional; design solutions that are attractive often come in over the budget. The use of integration often compels the design-build to seek innovative solutions that meet the budget. Through the use of design-build, MPS wants a school facility that provides great design for the allowed budget 2. Budget Control. MPS is utilizing design-build to obtain cost control through the use of an early Guaranteed Maximum Price (GMP) for the bond initiative. 3. Quality. This project will utilize narrative performance specifications with substantiation to assist in providing appropriate quality for the school. 4. Timeliness. A core reason why this delivery method was chosen is the speed of design and construction through the use of a partnership delivery.  5. MPS expects that the design-builder will control costs through integration, collaboration and innovative design and construction solutions.  Budget MPS has developed a preliminary cost estimate for these projects. The preliminary design, construction, fees, permits, abatement, mitigation, furnishings, fixtures, equipment and landscaping cost estimate for all identified projects is $58,800,000.   Project 1 $26 Million  Project 2 $6.5 Million  Project 3 $10.2 Million  Project 4 $10.1 Million  Project 5 $6 Million Funding Support As with many education projects, this facility will be funded through a community-supported property tax initiative, election to be held on November 4, 2014. Should the bond not pass on November 4th this RFQ will be canceled. Schedule In the RFQ competition, each of the design-builder teams will be required to submit their best schedule. The design-builders submitted schedule will be evaluated against the desired open date, (not against each design-builder).
