SUMMARY OF SPECIFICATIONS:

1. Statement of Work: 1.1. Design and conduct a Full-Scale Active Shooter Exercise for DH in September 2015. 1.2. Conduct Exercise in Homeland Security Exercise and Evaluation Program (HSEEP) format with HSEEP documents. 1.2.1. Exercise Plan (EXPLAN) 1.2.2. Situation Manual (SITMAN) 1.2.3. Master Scenario of Events List (MSEL) and injects 1.2.4. Exercise Evaluation Guides (EEGs) 1.3. Pre-Exercise Planning: 1.3.1. Contractor will coordinate and conduct no less than 3 pre-exercise meetings with participating agencies. DH will provide agency contacts. 1.3.2. Contractor will recruit and train Controllers and Evaluators prior to the exercise. 1.3.3. Contractor will recruit volunteer victims and volunteer staff for the exercise. DH will assist. 1.4. Exercise Conduct 1.4.1. Contractor will conduct a pre-exercise briefing for all players and volunteers. 1.4.2. Contractor will be the lead Controller for the Exercise Conduct. 1.4.3. Contractor will conduct for a post-exercise debrief session. 1.5. After Action Reporting 1.5.1. Contractor will gather all notes and evaluations into a formal HSEEP After Acton Report and an Improvement Plan. 1.5.2. Contractor will conduct an After Action Meeting for participating agencies. 2. Experience 2.1. Knowledge of HSEEP process, and preferably have a Master Exercise Practitioner (MEP) on the design team. 2.2. Experience designing and conducting hospital-based exercises. 3. Other Comments 3.1. Please bid with an all-inclusive price. Any travel or other costs should be included in the bid. 3.2. DH Support for this will include: 3.2.1. Providing agency contacts for planning meetings 3.2.2. Scheduling classrooms for training sessions and for exercise day 3.2.3. Some logistics support: vests, name tags, access badges, etc. for exercise day.
